We did both in April this year. Apart from the first night's accommodation, we booked everything (hotels, planes, trains, buses, etc) for our entire holiday once we got to Vietnam as it was much cheaper. And I mean much We had no problems with availability as Vietnam is oversupplied in every category and things are ridiculously cheap.
We used SinhCafe (http://www.sinhcafevn.com/) to book our Ha Long Bay trip and it was excellent, just be careful about the fake companies who copy the names of successful companies. You will be surprised at how many rip off the names of other companies and offer cheaper but crappier deals.
For Sapa, the deal was good but the hotel was awful, we should have upgraded to the next level but didn't know. It pays to ask lots of questions about what is included in the price.
If I was going back, I would book Ha Long through SinhCafe but I would do Sapa on my own, ie book tickets, hotel and Hmong guide myself from Ha Noi instead of letting a tour company do it.
You will love these two places, they are beautiful. Be prepared for cold and misty weather in Sapa.

You should book in advance because it's peak season now in Vietnam. It's not easy to book a luxury junk when you get there.
I have been to Vietnam twice and I used the services through a tour operator named hanoitoursvietnam.com, they provided excellent services. When we email them, they send us the details of all services and what was included and what was not.
